Called from PIE customise screen, changes the user's default page

action routine

Input: CGI data from UIG (which contains userid and new default id)
Output: Prints http location to return user to customise page

Update userdata table
Update item table so that new list item if it exists is a child of new default
page
Want to ignore response and go directly to customise page (because want to rerun
customise command to configure edit forms)
Print http location command with appropriate URL
