Input: CGI data from UIG (which contains oldaction)
Output: Prints http location to rerun oldaction

Get adminemail and mail program from config file
Sort out parameters to send - oldaction, userid, comments, user email address
Open mail message
Print to mail message
Close and send mail message
Want to ignore response and go directly to rerun oldaction
Print http location command with appropriate URL
