Introduction

Consult via library staff and end-users at all partner sites to identify 'non traditional' information resources that could be included in access via the HL system/service. These may include 'grey' literature produced within partner institutions, course-specific information (such as reading lists). Compile resource description records using the adopted schema, and draft appropriate agreements with rights holders to use via the HL system/service.

This document provides an overview of the 'non traditional' resources available electronically (or referenced electronically) which could be included in the HeadLine system. These resources will be incorporated into the resource lists and prioritised list of resources, for incorporation into the HeadLine system when appropriate. This document will also outline licence agreements for these resources (if necessary).

The Consolidated list of resources (HL-1998-08) is relevant to this document as many of the resources which fall into this category were already in this list. On completion of this task all 'grey' resources will be fed into the consolidated list, according to the same format as other resources.

Also the prioritised list of resources (resulting from the Framework and Criteria for Prioritising Resources, (HL-1998-10) is relevant as additional resources identified for this workpackage will be fed into the prioritised list and the same prioritising criteria will be applied to them, so that they will be ranked for inclusion in the system.

Finally workpackage 2.8 Define model access/consortium agreements is relevant, as agreements may need to be drafted to allow access to these resources via the HeadLine system.

 

Methodology and Issues

Resources have been added from various categories:

Freely available

Working papers etc, are all freely available resources, so it seems unlikely that there will be any restriction on use. However may need some way of incorporating the source of the working paper (ie the particular department), (also need to find out what is the overlap with Wopec and bibec.) Wopec only mention the Centre for Economic Performance (CEP) as a source for LSE material.

NetEc, WoPec and BibEc

WoPEc uses the RePEc dataset of economics publications. Basically RePEc is a collection of archives that supply information about economics working papers, journal publications and software. WoPEc is limited to downloadable (but not necessarily free) documents. WoPEc has a sister project called BibEc that is limited to printed documents.

Further Work

The resource description schema will be used to describe all resources (including 'grey' ones), so when this is completed it will be applied to the list.

Also agreements of rights-holders to use via the HeadLine system - perhaps the working papers will be most important in this section. When the model access/consortium agreement has been drafted or adopted then rights holders can be contacted for their co-operation in this area. (autumn 98).

NB discussion with Nerys Webster 30th Sept. Decomate are also looking at incorporating working papers into their system (and they are further ahead than headline) - this negotiation may go through Maureen Wade - so keep informed of what's happening to this. Simon McLeish is investigating Wopec, and how these projects work for both Decomate and HeadLine.
