Introduction

This working paper documents the decision criteria to be used to prioritise work to be done towards including individual library resources in the HeadLine system or service. Factors such as popularity amongst intended end users and expected difficulty of technical integration or licence negotiation will be considered. These criteria will then be applied to the consolidated list of subject-relevant partner resources to produce an order of priority for work on inclusion.

This document follows Workpackage 2.3 Consolidated list of resources but the resource list appended to this document will supersede the list appended to the previous working paper.

The document will feed into Workpackage 2.5 Resource analysis and classification, which will compile a working database of the prioritised list of library resources.

Another related document is the Model access/consortium agreement working paper (Workpackage 2.8 - due September 98). This will define or adopt a model for licencing the use of library resources via the headline system.

Finally the results from workpackage 1.3 Target minimum supported client workstation standards (due September 98) will feed into this Workpackage as this task seeks to identify the technical requirements for each resource; this information will also assist prioritisation.

Aims

The aim of this workpackage is to define criteria by which to select (or reject) material to include in the system. Material should be included if it satisfies the following criteria:

It is important to note that resources do not necessarily have to comply to all criteria, if they are simple to access or have few licencing restrictions, they may be worth incorporating even if they are not the most popular or key resource. Similarly, if a resource is popular but has restrictive licence conditions, it may be worthwhile working on making the licence more flexible to try to get it into the system. Finally some resources may be very popular but impossible to incorporate fully, so they may be merely referenced on the system with support (such as help and guidance) on the system, as will be explained in the Anomalies section.

Scope

This workpackage documents the process for deciding the order of work for including resources, ie which resource to incorporate into the system first.

This document will not analyse which resources will be incorporated fully, and which may be only referenced, as this is an issue that can be decided later; the purpose of this prioritisation exercise is to find resources that are desirable and technically possible to include in the system, in one way or another.

This is a working document, and is subject to review. Resources included may change over time, if new resources are added, or some are found to be no longer needed or technically viable.

The aims of the HeadLine project must be borne in mind, during this process, to incorporate a range of resources and to act as a test-bed for hybrid library. Resources must also be included from each site, as this is a collaborative project.

Methodology

A set of criteria was chosen for resources to be measured against (see the following section - Issues). Various methods were used to establish whether material meets these criteria, ie:

Scoresheets

In order to consolidate all this information a scoresheet was devised for each site for prioritising resources. The information collected via the methods above (ie discussions/analysis of resources) was used to score resources according to a common scheme (see below). This list was then circulated to staff at partner sites to check the accuracy of results. This method was used to avoid overburdening staff at partner sites, whilst at the same time incorporating their knowledge of resources, and measuring resources against a standard framework.

Resources were scored from 4-1 according to potential ease of inclusion in the system, a summary of the scoring for resources is below:

Issues

Popularity

The project aims to include resources which are popular, valuable or core to the subject area (economics and business studies), ie those which users and/or librarians consider would be very useful on the system.

Partner sites should also give an indication material not held at their own site, that they would like access to, if licence agreements could be extended.

Resources should also be focused on economics or business studies although in some cases a resource may be more wide ranging (for instance a library catalogues) but is essential to the subject area.

A high scoring resource would be one which was focused entirely on the subject area, and very popular (4), whereas a resource which was very popular but more wide ranging may score 3. Resources that are more specialised but useful to a particular group of users would score 2 and those that are not considered to be particularly valuable may score 1.

Full text resources would score higher than bibliographic or secondary services although if material could be readily accessed they may score higher. Bibliographic services which offer full text at a cost of through a lengthy ordering process may also score low for popularity.

Technical

In order to score highly on the technical criteria a resource should be able to be accessed remotely, from home or commercial IP (4). A slightly lower scoring resource would be one which can be accessed remotely but only from an ac.uk address (3). A lower scoring resource is one that can be networked, and accessed from any PC without too much hardware or unusual software (2). Resources that score lower still (1) would be standalone access or with specialist hardware.

Materials which are Z39.50 compliant would also score highly in this area, and this fact should be noted in the notes section of the scoresheet.

Results generated from other tasks (to determine technical requirements and access hurdles for each resource) will also inform this issue.

Licences

For this issue it is necessary to analyse the licence which gives information about numbers of concurrent users and any technical restrictions on access. This method was combined with information from library and IT staff at the partner giving an indication of the relationship with the vendors, as some vendors are quite flexible and willing to extend licences or collaborate with other vendors on projects.

Resources with a completely flexible licencing arrangement would score 4, those with a reasonably flexible arrangement but a good relationship with the vendor would score 3 (showing potential for access). Resources with either a restrictive licence but a friendly supplier or a strict supplier but reasonably flexible licence would score 2. Standalone or impossible licence agreements would score 1.

Other relevant information for this issue would be connections through the steering committee, ie with Silver Platter and Swets. It is necessary to determine which arrangements can altered and which are fixed and immovable, in order to work first on those whose licences allow incorporation or those that show potential for incorporation after some negotiation. Also it is useful to note which resources require users to sign an agreement.

Duplication

The consolidated list of resources workpackage resulted in a long list of resources at each site - this list indicated resources which were common to all sites. These resources would necessarily be high up the list of priority resources, as they are clearly popular resources, and since they are available at all sites, have the potential for access over the system via a common licence agreement for the duration of the project. Networking, licencing and including these on the HeadLine system should not therefore be problematic, in most cases. However some resources which are very popular and at all three sites may have restrictive technical or licence arrangements (for instance Datastream), these could only be referenced on the system, or made available locally (see Anomalies) but their popularity has been noted for the purpose of this exercise.

Anomalies

It is anticipated that there will be different levels of incorporation, for material, to ensure that popular but inaccessible material is included and that the system is representative of the core resources at each subject.

Anticipated levels of inclusion for material

Some resources will be available on the system for users at one or two sites only, some will be left out altogether due to technical problems and some will be omitted because of problematic licence agreements. Depending on technical and licence requirements some resources may be accessible to a user searching from within the library of a particular site, but not from outside the campus network - as is the case for many resources provided by the partner sites currently. Resources which are only available on a standalone or dedicated terminal may still be referenced on the system with value added material such as help, FAQs and lists of sources held by that particular resource (or a link to a booking system to use the service).

Also the project may not be able to incorporate all resources in 3 years, so may have to choose popular ones first, or those which demonstrate hybrid attributes.

Conclusion

The resources listed in the appendices have now been prioritised according to the criteria outlined - in order to arranged fulfil the aims of project (ie to make the system hybrid in its resource base.)

Results

The results of the prioritisation exercise are found in the three appendices - in most cases the resources that came to the top of the list corresponded with those that were duplicated throughout partner sites.

Freely available Internet sites have been removed from the prioritised list as they provide no access hurdles and can be included on the system with little difficulty. Also they are generally not very popular high value resources, although their ease of access may make their scores so high that they appear to be higher priority than they really are.

At the time of writing these have been circulated to partner sites, and reviewed by librarians who altered some of the scores for resources and indicated those that are likely to be key resources for the system, even if they cannot be incorporated fully (eg Datastream). The lists of prioritised resources follows, although these may change during the course of the project.
