Introduction

This working paper presents a list subject relevant resources, for possible inclusion within the HeadLine system/service. This document will be reviewed by partner sites, in order to amend and add resources, so this compendium may change as the project progresses. This document is in two parts, firstly, an introduction to the resources and relevant issues, followed by tables of resources at each site.

Other relevant documents are the Technical Workplan, which places this task in context of other library resource tasks, and the Framework for Prioritising Resources document (due August 98), which will document the criteria and decision making process for selecting which materials to include and exclude from this initial compendium.

Scope of Report

This compendium seeks to be as wide ranging as possible and will necessarily be reduced when resources are prioritised, but it is important to note that this list is not exhaustive and new resources may be added throughout the project's lifespan as they become available. All the items on this list, will not necessarily be made available to all users of the service, as the review process and resource prioritisation will necessarily exclude lower priority items and those which are impractical to include.

For instance, licensing agreements may mean that some products may be accessed through HeadLine but are only available to users at one site. Some products may be unsuitable for use via the system altogether, due to technical problems, inflexible licenses, and so must be left out of the system. The project may not, in three years, be able to incorporate all material, and may need to exclude unpopular resources or those that duplicate material found elsewhere. These decisions will be facilitated by the Resource Prioritisation Framework, which will outline criteria for including resources in the model.

Existing fields may prove insufficient to describe resources and so it is possible that additional fields will be added, for instance copyright information, help and FAQs for each resource.

Appendices 1-3 have access hurdles included for each resource, however some of the freely Internet sites are not included on this list, as they are available in the public domain and, excepting the library catalogue, are not resources offered by the sites. These can be added at a later date, if any seem appropriate to the project.

Aims

The aim of this Workpackage is to produce a list of potential resources for inclusion in the HeadLine project. Factors to consider are:

Output from this activity should be a long list of subject-relevant resources, at the three institutions, which can then be reviewed for inclusion or exclusion according to the criteria established later.

Resource Characteristics

Subject

All material has been chosen for its relevance to the subject focus of HeadLine - economics and business studies, which is relevant to the three institutions. London Business School concentrates on business studies, while UH has business and economic interests; the LSE focuses on economics although there some demand for business and company information.

Problems may be encountered with company information as commercial publishers generally provide this, and data is usually expensive with prohibitive licensing. So it may not be viable to include some products from this category, although the system could nevertheless provide information about locating and using the resource.

Economics is treated in its widest sense, and statistical resources are included here, as they are often relevant to users at the partner sites. The resource prioritisation Workpackage should narrow the field down to most appropriate and most needed resources.

Types of resource

Catalogue

Local catalogue - the local catalogue at each site enables access to hard copy material available there. Whilst the system will not provide these texts on-screen, it may provide information about locating and loaning such material, which would be relevant to the user, particularly if he or she was searching at the library holding this material, or was prepared to make a trip to the library.

Remote or consortium catalogues, may also be relevant as material can be made available via inter-library loan.

CD-ROMs

Networked CD-ROMs

CD-ROMs contain full text and bibliographic material as well as company and financial data and statistics. They are usually provided with a campus licensing agreement, so they can be used anywhere in the institution which holds the license, although this may not be the case in UH where CDs are usually networked and licensed through one site only.

It may be necessary to determine how many concurrent users the CD-ROMs allow. There is some overlap of resources between the sites in this area, as many have the same newspaper CDs and FAME is networked throughout two of the sites. ABI/Inform is available at all three sites.

Standalone CD-ROM

These CDs may also contain a variety of information types such as statistics, bibliographic data and full text material. These are accessible only from one terminal at each site, this is not always due to stringent licences, but often because it may be a less popular resource, or may be technically difficult to network. Also some sites make a decision not to network some resources due to cost and time, particularly if the resource duplicates material available on the network, isn't very popular, or is quite specialised.

These CDs are relevant for HeadLine, even if they cannot be networked, as, like the hard copy material, they will be relevant for users searching from the library where they are held.

It may also be useful to determine licence arrangements for these CDs, to determine whether they can be networked or incorporated into the system.

Online (via Internet and online servers)

Online material may be accessed through direct dial services, telnet, or Internet sites. All the sites are moving towards providing seamless access to networked CD-ROMs, Internet sites and online services, making the distinction irrelevant to users.

Dial up services

Traditional online services such as FT profile and Datastream are still used in the partner sites, particularly in the LBS, where financial and company information is central to electronic resources. These often require specialised software (and even hardware), and are not always networked due to the high cost of subscriptions. Nevertheless they are extremely popular resources and so may be relevant to HeadLine users searching from a site library, and HeadLine could provide help, FAQs, as well as access, or links to these services.

Subscription based Internet services

Many online services are moving to Internet access, although they still impose access restrictions and charging mechanisms. The web interface allows seamless access to resources, and a more user-friendly interface, with easy printing of results. Full text articles can be delivered by Adobe Acrobat, allowing them to be downloaded and printed easily.

Access and licensing mechanisms vary for these services, as will be discussed later. Services use a combination of IP restrictions and passwords (either individual or generic) to control and monitor use of their services.

Freely available Internet services

Some Internet services are available to the academic community only and so must be accessed from an IP address with ac.uk, which means that a student with a commercial ISP could not gain access from home to these services.

Most freely available Internet services are not restricted in any way, for instance NetEc and Wopec etc. These can be accessed by any user with the Internet, and so will not provide any licensing or networking problems (as HeadLine will be based on a web interface).

Local and course information available via the Internet or intranet

Course information, reading lists, exam papers, and other material is often made available to students (and sometimes externally). This is usually on the local Internet or intranet and access may be restricted to users on campus by IP restrictions, or may be freely available.

Scope/Depth

Depth of media available depends on the source, however HeadLine aims to provide a wide range of material and also the most appropriate information for users' needs. Where possible the system will aim to indicate where copies of the material can be found (if a bibliographic record is retrieved), with the overall aim of getting the user to the full text of the material, rather than providing bibliographic records which are not as useful in themselves. In order to achieve this the following levels of depth will be included:

Some material is also time sensitive, ranging from material which is available almost immediately, (eg news services and markets information), to timely information (online), to historical material. Timeliness of material is also noted in the resource compendium.

Access mechanisms and license agreements

The project also seeks to demonstrate flexibility in accessing material, and so will select resources with differing access mechanisms. For instance material may be held locally, (either in one location or via a local network), made available through the HeadLine environment (eg material from one site available at the other two), or accessed through the global network infrastructure, ie the Internet

Material may be provided freely - ie in the public domain (or in the academic domain as many resources are free to any .ac.uk sites), or materials available under national, campus or consortium licenses, and materials available on a pay-per-view basis.

Access hurdles and mechanisms for each resource are included in the tables. For more general information about authentication and access to resources, see Jonathan Eaton's paper, Authentication and Authorisation for Access to Networked Information Services: issues for Project HeadLine (due on the team Website by September 98).

Access Arrangements

Licenses and access mechanisms and restrictions fall into the following categories. This issue will be explored further in the Model Access Consortium Agreements working paper (due in August 98). Some services allow the institution to choose which access and authentication method to use, and so a service may be available at the three sites, but may be accessed differently in each.

Users are often required to sign a copyright agreement before they may be issued with the password, those resources that require users to sign a copyright agreement are indicated on the list. Access hurdles will be explored further in the Workpackage on access agreements (due August 98).

A list of different type of access hurdles which confront the user are found in Appendix 4.

Freely available

This generally applies to catalogues, course material and Internet sites - material is available to any user, with no access restrictions. Users can view and print from these freely.

Academic use

Some sites and services are only available to academic users, for instance if a service is paid for by HEFC or on a national academic agreement. As long as the user accesses material from within the academic sites, there are no access restrictions. This is enforced by allowing access only from .ac.uk sites

Local network

Some services, particularly CD-ROMs are mounted on the local or library network and are only available within the campus or local area network (LAN). These do not have IP restrictions, rather they are only available to users who are logged on to the network.

Password protection

Passwords are a common form of authentication and mechanisms vary between individual passwords, and one or several generic passwords, issued by the institution to users according to their status and department. This measure can be combined with IP restrictions so that the service can only be used with the correct ID within the boundaries of the institution, or a service can use passwords only and allow users access from anywhere which is very convenient for those studying part time, who may wish to access material from their place of work.

IP restrictions

As in the case of academic use, when a license allows access for the whole institution, the IP restriction will only allow use within that campus. Users can therefore only access the service from within a specified IP range (usually the campus). This is particularly the case for materials accessed from a source which is outside the institution (for instance an online or Internet service) rather than a locally mounted CD-ROM.

Midas is used for government datasets and statistics, when a user wants to use one of these services they pick which they want and then see ST who gives them all the forms (usually one for each service or provider), then ST generates a user name based on department etc, and sends it to MIDAS. They send a password and intro pack which is passed on to the user. Each dataset has license restrictions, and the user has to register for each one. Also if they register for one at a site, they don't get all of them. It's free and usage is more or less indefinite. Not IP restricted, but need x windows to run the software over the network. It is quite user unfriendly, so MIDAS are looking at web interfaces, etc. Have an LSE account and list of users, users can change their passwords and if they forget them can ask ST or MIDAS to sort it out. Policy really happens on an ad hoc basis, one tutor wants access for his class, and MIDAS are looking into whether they'll allow this, but ST hopes for a more flexible policy, soon.
